Since the second half of 2010, the Hong Kong Red Cross (HKRC) has been supporting Community-based Disaster Preparedness (CBDP) programme in four provinces of mainland China, i.e. Anhui, Guizhou, Hubei and Yunnan.


Anhui locates in eastern China. It is hilly in the southwest while low-lying in the northeast. The rivers of Changjiang and Huaihe run through the province. Anhui frequently suffers from various natural disasters, like flooding, drought, hail and typhoon, etc. The local communities expressed that they mostly suffer from drought and flooding. HKRC supports their structural mitigation construction projects, including dams, roads and electric irrigation stations.



Guizhou is the eastern part of the Yunnan-Guizhou Plateau and is mountainous in the west and central while the other portions are relatively flat. Since Guizhou is a Karst region, it suffers from severe stony desertification and fragile ecological environment. As the local communities expressed that they suffer mostly from drought and flooding, HKRC supports their structural mitigation construction projects such as hardening of roads, building drainage and drinking water systems for humans and livestock.



Hubei is in the midstream of the river Changjiang and is surrounded by mountains in the east, west and north. The plain takes up most of central and southern Hubei. The communities are mostly affected by drought and flooding. The structural mitigation projects supported by HKRC are hardening of roads and drainage, as well as restoring electro-irrigation stations.



Yunnan is situated in a mountainous area in southwest China and is part of the Tibetan Plateau. The geographical system in Yunnan is complex with a huge differentiation among terrain features, from basins to river valleys, from mountains to plateau. Complicated river systems run through the province with 180 major streams. Local communities reflect that the most frequent hazards are drought, flooding and landslide. HKRC supports structural mitigation projects like drinking water and sewage systems, sand-blocking dams, etc.
