5.12 Sichuan Earthquake 10-year On

An earthquake measuring 8.0 on the Richter scale struck Wenchuan County, Sichuan Province on 12 May 2008, with over 10 million people affected and massive casualties and economic loss caused. Over 10 years, upon completion of all emergency relief operations and reconstruction programmes, the HKRC continues to support community recovery and disaster preparedness programmes in the affected areas to enhance the local capacity on emergency response and preparedness.

 

Overview of the HKRC operations from 2008 to 2018
Sichuan

  • Distributed relief items to over 178,000 person-times
  • Reconstructed over 10,000 houses, 19 schools, 22 hospitals and 151 clinics

Chongqing

  • Distributed relief items to over 6,000 person-times
  • Supported disaster preparedness programmes in 20 villages

Gansu

  • Distributed relief items to over 92,000 person-times
  • Reconstructed over 1,800 houses, eight schools, five hospitals and 67 clinics

 

Donation Allocation
The HKRC received around HK$1.3 billion in donations designated to support the emergency relief, reconstruction, recovery and disaster preparedness programmes in six provinces which were affected by the 5.12 Sichuan Earthquake, including Sichuan, Shaanxi, Gansu, Ningxia, Yunnan and Chongqing. As of December 2017, more than HK$1.14 billion, about 87% of the total donation, were spent. The administrative expenses attributed to less than 1.5% of the total donation income. The expenditure of different programmes is allocated as below: 

 


The HKRC supported affected persons with replacement of prosthesis or orthopedic instruments through the Red Cross Rehabilitation and Prosthetic Centre of the Deyang Disabled Persons’ Federation. As of March 2018, the HKRC provided one-stop and multi-disciplinary rehabilitation services to 1,800 affected persons.

Ms Chun-yan Liu (second from left) had a comminuted fracture of her leg because of the earthquake. After receiving rehabilitation and prosthetic services, she managed to walk and drive a motorcycle. She is now engaged in bead products design and production with other disabled persons.

Facing great difficulties in operating her bead workshop, Ms Liu is grateful to the support of local government for waiving the workshop’s utility expenses. Receiving the Outstanding Entrepreneur Award, she also expressed her gratitude to her staff for their contribution and effort.

The HKRC provided subsidies for the reconstruction of houses for 359 families in Longquan Village of Xiushui Township after the earthquake. The reconstruction programme was completed in 2010 and all the affected villagers had moved to their new and safe house.

A representative (second from right) of the Longquan Village shared about the life of one of the villagers, whose son and daughter-in-law work in town and she mainly depends on livestock for her livelihood.

The representative of the Longquan Village introduced the changes and improvements of the village after the reconstruction and development in these 10 years.

 

After the “5.12 Sichuan Earthquake”, the HKRC has reserved part of the residual donations for emergency response, recovery and reconstruction programmes in quake-affected provinces. Detailed reports can be found on:
