Situation Update
In 2024, mainland China experienced various types of natural disasters such as floods, windstorms, and droughts. According to official statistics, as of the end of the first three quarters of 2024, a total of 84 million people were affected by natural disasters, with 836 deaths or missing persons, over 3.34 million people evacuated, and direct economic losses exceeding CNY 323.2 billion. Specifically:
In March 2024, Yunnan, western and northern Guizhou, southern and western Sichuan, and southern Chongqing experienced moderate drought due to insufficient rainfall. In Yunnan, 703,000 people in 13 cities, including Chuxiong, Yuxi, Kunming, Lijiang, and Baoshan, and their 54 counties, were affected.
Following the onset of the flood season, heavy rain occurred in many provinces such as Guangdong, Hunan, and Anhui from the end of July. In Meizhou of Guangdong, a severe rainstorm with over 340 mm of rainfall on 16-17 June caused 9 deaths and 6 people missing. Severe floodings also hit Dongting Lake in Hunan. In Pingjiang of Yueyang, Hunan, nearly 436,000 people were affected, over 3,200 houses were damaged or collapsed, more than 14,000 hectares of farmland were destroyed, resulting in an economic loss of CNY 520 million.
In September 2024, the super typhoon "Yagi" crossed the South China Sea and made landfall in Wenchang of Hainan, and Xuwen of Guangdong, causing severe damages. The typhoon led to power outages, communication disruptions and damage to houses. 2.73 million people were affected in Hainan, Guangdong, Guangxi, and Yunnan, resulting in 4 deaths and emergency evacuation of 459,000 people.
HKRC Action
In May and June, the Hong Kong Red Cross allocated HK$550,000 to support the Yunnan Red Cross in a cash in emergency project, providing cash aid to 940 households in the drought-affected areas of Yongren County in Chuxiong. The rural communities where the beneficiaries reside faced economic pressures due to dried-up water sources and crop failures. With the cash assistance, affected households were assisted with support to address their needs induced by the drought.
In June, the Hong Kong Red Cross allocated HK$310,000 to support the Guangdong Red Cross in purchasing household appliances to assist 589 floods-affected individuals in Jiaoling of Meizhou.
In July, the Hong Kong Red Cross allocated HK$350,000 to support the Hunan Red Cross to provide cash assistance to approximately 500 disaster-affected individuals in Pingjiang County, Yueyang City, one of the flood-affected areas. This aid aimed to help the affected individuals cover their living expenses.
In September, in response to super typhoon "Yagi", the Hong Kong Red Cross allocated 1,000 family kits and 1,000 shelter tool kits to Hainan, distributing them to the affected populations.
Red Cross Red Crescent Action
In 2024, in response to the floods, windstorms, and droughts in mainland China, the Red Cross Society of China carried out various emergency response initiatives. These included distributing more than 150,000 relief items, deploying 47 emergency response teams to Guangdong, Hunan, and Anhui, aiding in the construction of water supply facilities, coordinating volunteers to provide water delivery services to vulnerable groups in the Yunnan drought operation, and distributing emergency cash to support disaster-affected individuals/households in Guangdong, Guangxi, and Hainan during the post-disaster emergency and recovery phases following Typhoon "Yagi".
