Hong Kong Red Cross (HKRC), as a member of the International Red Cross and Red Crescent Movement, always works closely with the International Red Cross, or the concerned Red Cross/Red Crescent (RC/RC) societies for disaster relief and development projects in Mainland China and overseas.  Through established monitoring mechanisms, the HKRC ensures the donations received are used, under proper approval procedures, for designated proposes to serve the needy. HKRC may send staff to monitor the projects on site whenever the HKRC deems it necessary.

How much administrative support costs will be used in relief and development projects?
To ensure effective implementation and monitoring of relief and development projects in Mainland China and overseas, the HKRC will apply not more than 5% of the donations received for administrative expenses, which include personnel involved in the projects who are based in Hong Kong, audit, report and other related expenses.

In case of excessive donations are received for a disaster, how does Hong Kong Red Cross handle the residual donations upon completion of the relief operations?
Donations received by the HKRC will be allocated as specific funds for designated purposes. In the event that, after completion of the designated relief and rehabilitation projects, there is a balance of donated funds remaining, the HKRC will apply this residual balance to other disaster related projects in the same country/ region.

How does Hong Kong Red Cross report the use of fund for relief and development projects?
HKRC will report to the public and the donors on the progress of the relief and development projects through the HKRC publications, e.g. Annual Report, Quarterly Newsletter, Relief Work Report, as well as the HKRC homepage, donors’ gathering or through mass media.
